Jeffrey Koch, P.E.

President / CEO / Senior Structural Project Manager

President-CEOJeff is the President / CEO and Chief Structural Engineer of Westbrook Associated Engineers, Inc.  He holds a Bachelor of Science in Civil Engineering from Iowa State University in Ames, Iowa. As a leader, he is passionate about working with diverse, energetic and talented people that understand the value WAE can bring to a project.  Jeff has devoted a major portion of his professional career to the inspection, design, construction and forensic investigation of major heavy – highway civil engineering works throughout the United States. He currently advises a number of national bridge contractors on technical issues regarding bridge construction and temporary works while also serving as an expert structural forensic engineer on a variety of structural failures. Jeff is a member of the American Society of Civil Engineers and the American Railway Engineering and Maintenance-of-Way Association. He is a registered Professional Engineer in Arizona, Colorado, Florida, Idaho, Iowa, Kansas, Michigan, Minnesota, Missouri, North Dakota, Ohio, Pennsylvania, South Dakota, Utah, West Virginia, and Wisconsin.

Jeff lives in Plain, WI with his wife Michele.  They have three boys who are extremely active in sports and school activities which keep both parents on roller skates.  Aside from hanging off the occasional bridge or two, you’ll catch Jeff hunting, hiking, travelling and officiating WIAA basketball games.

 

Andy Knutson, P.E.

Vice President / Structural Department Project Manager

Vice PresidentAndy Knutson started with Westbrook in 1999 and currently serves as Vice President and Structural Project Manager.       He has experience in designing temporary bridges, rating existing bridges, designing construction falsework and shoring systems, and developing repair procedures for rehabilitation of existing structures and new residential and commercial buildings.  Andy obtained a Bachelor of Science in Civil Engineering in 1995, and a Master’s of Science in Structural Engineering in 1997, both from Marquette University in Milwaukee, WI. He is a registered Professional Engineer (PE) in Alabama, Arkansas, Georgia, Indiana, Louisiana, Maryland, Mississippi, Nebraska, Nevada, New York, North Carolina, South Carolina, Tennessee, Texas, Virginia, Wisconsin and Wyoming, and a registered Structural Engineer (SE) in Illinois. Mr. Knutson also has extensive experience in forensic engineering and failure analysis including structural collapse of buildings, bridge structures and agricultural facilities.  Westbrook regularly handles forensic projects involving proper material usage, proper drainage, and temporary shoring during construction, as well as fire, flood, hail and wind damage. He is familiar with all applicable structural design codes, including AASHTO Standard Specification for Highway Bridges and AASHTO Guide Specification for Bridge Temporary Works, AISC, ACI, IBC and is an OSHA qualified person.

Andy lives in Spring Green, WI with his wife and children.  When he is not busy working on their 1920s home, he enjoys playing tenor saxophone in a local jazz band, riding his motorcycle, and spending time with his family camping and practicing Taekwondo.

 

Aaron Palmer, P.E.

Vice-President / Construction Services Project Manager

Vice PresidentMr. Palmer serves as Westbrook’s Vice-President and project manager of the construction services department.  He is responsible for all construction management, construction inspection and materials testing projects.  Aaron also serves as Westbrook’s Quality Control / Quality Assurance engineer overseeing all site development and highway designs reviewing the plans and construction documents for constructability and completeness.

Mr. Palmer received a Bachelor of Science degree in Civil Engineering from the Illinois Institute of Technology in Chicago, IL. He has nearly 15 years of construction management experience and has effectively managed projects for the federal, state and local governments.  He has also worked with private developers to deliver their projects within their allotted budget and time frame.

Mr. Palmer is a Professional Engineer in Wisconsin and Tennessee. He is certified in the field-testing of aggregates and concrete.  He is also a Federal Highway Administration certified bridge inspector and bridge coatings inspector.  He has performed over 500 routine bridge inspections in his career.

Aaron lives in rural Richland County with his wife and two children.  He enjoys hunting and spending time outdoors with his family.
